The procedures of the North Carolina Local Government Information Systems Association are adopted to preserve the informality and ensure continuity of the organization. These procedures are available in detail here and are described briefly in the paragraphs below:
Conferences: Regular conferences of the association convene twice each year during the spring and fall. Conferences are informal and conversational in nature.
Business Meetings: A business meeting is conducted during each conference. These meetings are used to conduct and ratify association business such as establishing the location of the next conference, adopting changes and additions to the Statement of Purpose and Procedures, and the election of executive board members, as outlined below. All decisions are made by a majority vote of those conference participants present during the business meeting.
Charge for Participation: A small registration fee will be charged to those who attend conferences in order to defray expenses of holding the conference.
Membership: Participation in the association is open to all North Carolina local government technology officials. Technology officials employed by NC K-12 public schools, community colleges, CIO alumni, and public universities are also welcome as associate members. Employees of private entities are not eligible for membership. Join
Affiliation with GMIS: The association is affiliated with the Government Management Information Services (GMIS) as a state chapter. Each year the Executive Board will appoint a member of NCLGISA to represent the chapter at the national meeting of GMIS.
Executive Committee
In order to promote continuity of the association, an executive committee is formed consisting of the immediate past-president, president, and president-elect. During the fall conference business meeting, a president-elect is nominated and elected by the conference participants. At the end of the fall conference business meeting, the previous president-elect assumes the duties of president and the previous president becomes the immediate past-president.
The executive committee meets at least six weeks prior to each conference to plan the forthcoming conference program, propose changes to the statement of purpose and procedures, and consider any other appropriate business items.
The executive committee serves as a nominating committee for the office of president-elect. Candidates for nomination are identified by the nominating committee and by the association participants, who may suggest candidates by writing to the current association president prior to August 1 of each year. Participants may suggest themselves for nomination as well as others.
At the fall conference, nominees may be added to the list by a majority vote of those conference participants present during the business meeting. Election of the president-elect takes place by majority vote of those conference participants present during the business meeting.
Responsibilities of the executive committee members are as follows:
President: Preside as conference program chairman, business meeting chairman, and chairman of the executive committee meetings. In cases where situations may arise not covered by specific adopted procedures, the president determines courses of action to be taken consistent with the statement of purpose and procedures currently in force.
President-Elect: Maintain the association mailing list, prepare and distribute notifications and correspondence, and record proceedings of the conference, business meetings, and executive committee meeting as appropriate. The president-elect also fulfills the function of treasurer as such need may arise.
Past-President: The immediate past-president serves as a member of the executive committee in an advisory capacity.
No two members of the executive committee may be representatives of the same organization.Vacancies occurring in the executive committee are filled by appointment by the remaining members of the committee.
